Cattail Lake in within the Bangor Naval Submarine Base and has not been accessible (even to most navy personnel) since 911.  I have not been to Cattail Lake in a long time.  It is a small natural lake with no dam.   I don't think there is public camping at the Erland Point Mobile Home Park or CRISTA Camps & Conference grounds.  CRISTA Camps & Conference center is at the south end of Island Lake in Silverdale.

     Cattail Lake is a nice lake to visit. You don’t have to go far from Cattail Lake to see the water at Cattail Lake Dam, and you can stay the night at Erland Point Mobile Home Park. The warmest time of the year at Cattail Lake comes with high temperatures in the 70's; the overnight is quite chillier of course, commonly in the 50's. High temperatures during the wintertime are normally in the 40's, and nighttime lows at Cattail Lake through the wintertime typically  
   dip into the 30's. This lake is so wonderful. Do have a look at Devils Hole near Cattail Lake, it's a picturesque lake; CRISTA Camps & Conferences is a great campground nearby.
Cattail Lake gets a large amount of water; the wettest month of the year is typically December, that's the one that rains the most, and July meanwhile is the driest month. You'll locate a gorgeous lake called Bangor Lake near Cattail Lake, and you'll meet a lot of folks from Bremerton-Silverdale
 
               here. If only every location had this much outdoors fun stuff, what a great earth it would be. If you need a place to stay Poulsbo Inn & Suites is a tremendous choice.
After a long day outdoors Holiday Inn Express Poulsbo, Wa is a nice site to spend a night or two, and if you come at the right time of year, Big Quilcene River offers some perfect whitewater.
