Call the Regional Water Authority and ask for Anita in Recreation, 203-624-6671.  She'll set you up with a permit. Or you can go online, www.rwater.com.  Maltby Lakes are made up of three lakes located off of Route 34 in West Haven.  The permit also gives you access to Lake Saltonstall and Lake Chamberlain for fishing.  There is much more than fishing but you can start off there. Good sized lake for the area, however boating is strictly forbidden. Gorgeous, peaceful surroundings (no houses), and wildlife abounds. The deer often tolerate people closeby. The fishing can be good for the experienced bass fisherman willing to hike around to the various small, scattered areas where casting is possible. These spots are often choked with brush so accurate casting, texas-rigged soft plastic baits, and at least 8lb test line are a must. I've caught a few 4-5lb bass and some good sized pickerel....
